Proposes amending Tennessee's Constitution to expand the list of offenses for which bail can be denied beyond just capital offenses

Adds six specific offenses eligible for bail denial when proof is evident: acts of terrorism, second degree murder, aggravated rape of a child, aggravated rape, grave torture, and offenses requiring service of at least 85% of the sentence

Requires judges or magistrates to document their reasons in the record when granting or denying bail for listed offenses

Continues the 113th General Assembly's SJR 919 through the required two-session constitutional amendment process

Directs the Secretary of State to place the proposed amendment on the November 2026 general election ballot for voter approval
