Proposes amending the Tennessee Constitution to establish that parents have an "inherent and fundamental right" to direct their child's upbringing, including education decisions

Prohibits the state and local governments from interfering with or imposing any regulatory requirements on home-based education

Protects parental rights from being forfeited or waived when families accept publicly funded education scholarships, grants, stipends, or vouchers

Prevents the state from compelling attendance at any specific educational institution or enforcing compulsory attendance laws that restrict home education

Requires referral to the 115th General Assembly and publication by the Secretary of State before the amendment can proceed to voters
