Proposes a constitutional amendment to Article XI establishing a "natural, inherent, and unalienable right" to save, exchange seeds, and acquire and consume food of one's choosing

Guarantees the right to grow, raise, harvest, and produce food on land that is unzoned, zoned agricultural, zoned residential, or zoned for mixed uses including agricultural or residential

Rights are conditional on not committing trespassing, theft, poaching, or other abuses of private property, public lands, or natural resources

Preserves the state's authority to regulate or prohibit seeds and plants used to produce controlled and illegal substances

Requires referral to the 115th General Assembly and publication on the Secretary of State and General Assembly websites per constitutional amendment procedures
