Honors Bristol Rhythm & Roots Reunion on its 25th anniversary, recognizing the festival established in 2001 that celebrates Bristol's designation as the "Birthplace of Country Music"

Since 2012, the festival has been organized by the Birthplace of Country Music nonprofit, which also operates the Smithsonian-affiliated Birthplace of Country Music Museum and Radio Bristol radio station

Recognizes the festival's economic impact through tourism, job creation, support for local businesses, and revitalization of downtown Bristol and surrounding communities

Acknowledges the cross-state collaboration between Bristol, Tennessee and Bristol, Virginia in supporting the festival
