Honors Dr. Carolyn Baldwin Tucker, a Chattanooga native who earned her Ph.D. from Vanderbilt University in 1982 and spent 30 years with Metro Nashville Public Schools as a teacher, principal, and elementary schools director

Recognizes her historic 1999 election to the Metro Council as the first African-American woman to win a county-wide race in Nashville/Davidson County history and first to serve as an At-Large Council member

Acknowledges her work as an expert consultant helping pass legislation requiring guidance counselors in Tennessee elementary schools

Credits her creation and 15-year leadership of the Youth Task Force for the Tennessee Black Caucus of State Legislators, engaging youth through panel discussions and contests with legislators

Notes her additional service as a visiting professor and Director of Graduate Studies in Education at Lipscomb University for 16 years, and continued work as an exemplary educator for the Tennessee Department of Education
