Redefines "athletic trainer" as a healthcare provider authorized to use manual techniques, physical modalities (heat, light, sound, cold, electricity), and therapeutic devices for prevention, treatment, and rehabilitation of athletic injuries under physician supervision

Establishes "healthcare procedures" that athletic trainers may perform, including rectal core thermometer administration, blood glucose monitoring, injection administration, wound closure, dry needling application, and intravenous fluid administration

Requires athletic trainers to be licensed and certified in good standing by the Board of Certification (BOC), replacing references to NATA Board of Certification

Allows athletic training students to practice without a license if working under supervision of both a licensed athletic trainer and a licensed physician, following BOC guidelines

Permits out-of-state applicants with expired licenses in good standing to take the jurisprudence examination if certified by the BOC
