Expands the definition of "goods" in public purchasing law to include all improvements to real property such as buildings, structures, equipment, and fixtures permanently attached to real property, while excluding real property itself

Authorizes local governments to purchase goods (except standard motor vehicles) and services through federal General Services Administration (GSA) contracts or other federal open purchase contracts, either directly or through state agencies

Permits local governments to buy directly from GSA schedule contract vendors without requiring bids or quotations, provided the price equals the vendor's current GSA schedule price

Allows local governments to negotiate their own terms and conditions in lieu of GSA terms when making purchases from GSA schedule vendors

Takes effect immediately upon becoming law
