Mandates electric utilities submit site assessments to localities describing new generating units, substations, and transmission voltage needed to serve proposed HEUFs

Localities may optionally require assessments of impacts on water, agricultural resources, parks, historic sites, and forestland on the site or adjacent land

Exempts expansions or modifications of already-approved facilities that add less than 100 MW of additional power capacity
