Establishes new definitions and requirements for military voters, civilian overseas voters, and federal-only voters seeking absentee ballots under the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA)

Requires applicants for temporary voter registration to provide documentary proof of U.S. citizenship (such as passport, birth certificate, naturalization certificate, or REAL ID-compliant identification) and proof of overseas residence for civilian and federal-only voters

Allows eligible UOCAVA voters to request blank absentee ballots electronically via email or approved secure systems, but prohibits electronic return of completed ballots—all voted ballots must be returned by U.S. mail or commercial carrier

Requires UOCAVA ballot affidavits to be signed and witnessed by two adults age 18 or older, and ballots must be received by the close of polls on election day to be counted

Mandates the Secretary of State establish a free tracking system allowing UOCAVA voters to check ballot request status, delivery, receipt, and whether their ballot was counted, with all UOCAVA ballot data recorded by voter category and made available for public inspection
