Creates the "Proximity Placement and Family Visitations Incentive Act" allowing eligible incarcerated persons to transfer to correctional facilities closer to where their families reside

Requires inmates to maintain good behavior for at least 12 months and participate in educational, vocational, or therapeutic programs to qualify for transfer

Prioritizes transfers for inmates whose families demonstrate economic hardship, low income, or lack of transportation for visitation

Directs the Department of Correction to report annually to legislative committees on family visitation metrics, transfer numbers, and impacts on prisoner behavior and family wellbeing

Does not modify existing Interstate Corrections Compact, sentence credits, or administrative authority over corrections; takes effect immediately upon becoming law
