Students must submit a preparticipation medical evaluation signed by a physician, PA, or nurse practitioner (dated no earlier than April 15) before participating in school youth athletic activities, or provide a written statement declining the evaluation on grounds of sincerely held beliefs

Creates the Safe Stars Advisory Committee, a 6-member body including designees from the Commissioners of Education and Health plus legislators from relevant House and Senate committees

Requires the committee to develop educational materials for students, parents, and coaches on sudden cardiac arrest warning signs (fainting, difficulty breathing, chest pains, dizziness, abnormal heart rate) and electrocardiogram (EKG) testing options

Mandates the committee create an information sheet on EKG testing benefits and limitations, publish all materials on the Department of Education and Department of Health websites, and meet annually to update guidelines

Effective July 1, 2025
