Expands retail package store (liquor store) licensing eligibility to general services districts within metropolitan governments, removing the previous restriction that limited licenses to urban services districts only

Allows retailer's licenses to be issued anywhere within a metropolitan government's jurisdiction after a local option election approves retail liquor sales, including in general services districts

Amends provisions regarding election petitions to include urban or general services districts of metropolitan governments as valid petition areas

Takes effect immediately upon becoming law
