Replaces Tennessee Code Annotated, Title 3, Chapter 18 to establish procedures for Tennessee's participation in an Article V convention for proposing amendments to the U.S. Constitution, including commissioner qualifications, selection by two-thirds vote of the General Assembly, and equal representation from the state's three grand divisions.

Commissioners must be at least 25 years old, U.S. citizens and Tennessee residents for at least 5 years, registered voters, and cannot have been federal employees, lobbyists, or held federal office within the past 5-10 years depending on the restriction.

Creates a three-member Article V Convention Advisory Committee appointed by legislative leadership to monitor commissioners, provide guidance within 24 hours on proposed actions, and immediately remove commissioners who exceed their scope of authority.

Prohibits commissioners from voting for amendments outside the convention's stated subject matter, altering constitutional guarantees of individual liberty, or changing the one-state-one-vote rule; limits gifts to $200 combined value during service.

Commissioners who knowingly vote outside their authorized scope commit a Class E felony and become ineligible to run for state senator, representative, or governor for 4 years following the convention's adjournment.
