Expands Buffalo River scenic designation to cover the entire river, removing the previous exemption for portions in Wayne, Perry, Humphreys, and Lewis counties

Extends Duck River scenic protection to the entire river except the Normandy Reservoir segment, replacing the previous limited designations covering only river miles 98-128 and 136.4-173.7

Adds four waterways as Class II Pastoral River Areas: Beaverdam Creek, Lick Creek, Piney River, and Swan Creek, all located in Hickman, Williamson, or Dickson counties and flowing into the Duck River

Broadens existing statutory provisions previously specific to the Duck River to apply to "any river" under the scenic rivers program

Takes effect immediately upon becoming law
