Amends Tennessee Code Section 37-1-902(b) to focus child welfare program goals on children five years of age or younger, with priority given to cases involving children under three years old

Establishes goal of reducing time to permanency for young children by surrounding at-risk families with support services

Aims to reduce incidences of repeat maltreatment among children five years of age or younger

Targets reduction of long-term and short-term effects of early childhood traumatic experiences on brain development

Takes effect immediately upon becoming law
