Adds 12 new aggravating factors for sentencing in child sexual abuse cases, including: victim under 4 years old, incest, defendant in position of trust, prior sex offense convictions, registered sex offender status, filming/recording the offense, use of intoxicants or weapons, and especially heinous conduct

Eliminates victim "consent" or "participation" as a mitigating factor in sentencing for rape of a child or aggravated rape of a child convictions

Expands death penalty eligibility to include rape of a child, adding it alongside first degree murder as a capital offense

Effective July 1, 2026, applying only to offenses committed on or after that date
