TN SB1739

Creates the North East Tennessee Railroad Authority covering Anderson, Campbell, Scott, Claiborne, Union, and Grainger counties to provide continued railroad service and economic benefits to the region.

Requires four or more of the six named counties to join the authority by a two-thirds vote of their respective governing bodies.

Mandates that authority contracts follow county government contracting statutes and procedures, including competitive bidding requirements for purchases exceeding applicable thresholds under § 12-3-1212.

Exempts emergency situations requiring immediate delivery of supplies or services from public advertisement requirements.

Takes effect immediately upon becoming law.
