Expands court authority to waive certain adoption requirements when a child has already resided in the petitioners' home for 6 months, extending a waiver previously available only for adoptions by related persons

Allows courts to waive the preliminary home study, home study, and six-month waiting period after filing an adoption petition for children who have lived with petitioners for 6 months

Requires the court to have received the final court report and be satisfied the adoption is in the child's best interest before granting these waivers

Amends Tennessee Code Annotated Sections 36-1-116 and 36-1-119 governing adoption procedures

Takes effect immediately upon becoming law
