Authorizes the West Tennessee Megasite Authority and local law enforcement agencies to enter written agreements allowing sworn peace officers to enforce state traffic laws on designated private roadways within the megasite

Requires roadway owners to install and maintain MUTCD-compliant traffic control devices and speed limit signs, plus conspicuous entrance notices that traffic laws are enforced

Agreements must be approved by the Authority's board and the local governing body, include legal descriptions of covered roadways, and allow termination by either party with 30 days' written notice

Designated private roadways are legally deemed "highways" for enforcement purposes, allowing officers to patrol, issue citations, and impose fines as on public streets

Private roadways remain private property—agreements do not create public access rights, transfer ownership, or impose government maintenance obligations; private security cannot exercise law enforcement powers
