Expands the definition of "bullying" to include acts committed by school employees against students, not just student-to-student conduct

Covers bullying on school grounds, at school-sponsored activities, on school transportation, and at bus stops that causes physical harm, property damage, or reasonable fear of such harm

Extends coverage to off-campus conduct that is directed at specific victims and creates substantial disruption to the educational environment

Teachers or school employees found to have committed harassment, intimidation, bullying, or cyberbullying are subject to dismissal or suspension

Takes effect July 1, 2026, and applies to acts committed on or after that date
