Mandates applicants receive and sign a printed document explaining the documentation requirements, permitted uses, alternative ID options (such as U.S. passports), and electronic technology differences between REAL ID and non-REAL ID licenses

Requires staff to process non-REAL ID applications for applicants who decline a REAL ID compliant license

Requires the department's website to prominently display a statement that obtaining a REAL ID compliant license is optional

Takes effect July 1, 2026
