Deletes existing Tennessee Code Chapter 57 (Title 4) and replaces Title 43, Chapter 21, Part 1 with the "Tennessee Agricultural Fair and Livestock Show Act," establishing a state funding program for not-for-profit agricultural fairs and livestock shows

Authorizes the Commissioner of Agriculture to disburse state aid to reimburse premiums (cash awards) paid by fairs and livestock shows, capped at 50% of premiums paid annually unless the fair receives an award of merit

Creates an "awards of merit" program that classifies agricultural fairs by area and population served, with champions receiving 100% reimbursement of their premium payments and runners-up receiving lesser amounts

Establishes the "Tennessee State Fair Act," directing the Department of Agriculture to administer an annual state fair promoting agriculture and forestry, with authority to select an operator and control use of the "Tennessee State Fair" name

Requires agricultural fairs to pay at least $1,000 in premiums to qualify for the awards of merit program, and grants the commissioner enforcement authority to recover state aid from non-compliant recipients
