Creates new legal category of "child in need of heightened supervision" for minors who have exhibited or threatened violent behavior consistent with certain enumerated offenses, regardless of whether delinquency charges have been filed or adjudicated

Allows courts to detain children classified as needing heightened supervision under the same conditions as delinquent or unruly children, expanding detention authority beyond traditional delinquency proceedings

Includes children found incompetent to stand trial but who exhibited violent behavior within the heightened supervision classification

Adds 6-month extension to indefinite commitments for juveniles who assault staff members at their residential placement, with required notice to youth upon commitment
