Adds the Office of Homeland Security to the list of agencies whose investigative records receive confidentiality protections under Tennessee public records law

Makes records describing protected critical infrastructure, including security analyses, warnings, interdependency studies, and recovery plans, confidential and exempt from public inspection

Shields records related to identifying, analyzing, preventing, and responding to terrorist or criminal threats against Tennessee's critical infrastructure from public disclosure

Grants the Commissioner of Safety authority to designate additional records as confidential if they describe or relate to protected critical infrastructure

Takes effect immediately upon becoming law
