Requires individuals to maintain proof of financial responsibility (insurance) for a minimum of 1 year or the duration of their license suspension/revocation, whichever is longer

Establishes that when using an insurance policy as proof, the effective date on the financial responsibility certificate is the date financial responsibility was proven

Allows license and registration suspension to be avoided if the person files proof of another qualifying policy or bond during the required proof period

Directs the Department of Safety to release the proof requirement after the mandated period expires, provided the person had no additional offenses or license actions; this release provision does not apply if there is an unsatisfied motor vehicle accident judgment

Takes effect January 1, 2027, and applies to offenses committed on or after that date
