Amends Tennessee's Drycleaner Environmental Response Program to expand coverage to "recently abandoned" drycleaning facilities (closed within 180 days) and in-state wholesale distribution facilities, allowing them to petition for environmental cleanup funding

Expands the definition of environmental release to include soil gas vapor, sub-slab vapor, and indoor air contamination in addition to groundwater and subsurface soils

Establishes funding limits of $500,000 per year per facility and $2,000,000 total per registered facility, with a minimum fund balance requirement of $100,000 (except for emergencies posing imminent health threats)

Requires facilities receiving fund coverage to pay a 10% deductible on contractor billings, capped at $50,000 per site, and imposes civil penalties up to $10,000 per violation plus $50/day for late registration fees or surcharges

Provides liability protection for compliant registered facilities from environmental release claims (except personal injury claims from solvent exposure), effective July 1, 2026
