Expands eligibility for interment in Tennessee state veterans' cemeteries to include members of reserve components (Army National Guard, Air National Guard, armed forces reserves) who were honorably discharged and completed their contracted service obligation

Extends eligibility to spouses, surviving spouses, minor children, and dependent incapacitated children of newly eligible reserve component members under federal guidelines (38 U.S.C. § 2402)

Prohibits interment fees for eligible veterans, reserve component members, their most recent spouse, and qualifying dependent children

Specifies acceptable documentation for verifying eligibility, including NGB Forms 22, 438, and 439; DD Forms 214, 256, 256AF, and 257; and other official discharge documents meeting federal requirements

Includes safeguard provision preventing implementation in any manner that would jeopardize federal funding for state veterans' cemetery construction, expansion, or operation
