Study must analyze current funding models for emergency communications and compare them to other states' approaches

Requires examination of emergency communications districts (ECDs) including their operating structures, organizational charts, and potential consolidation options, particularly for rural areas

Study must evaluate whether a uniform statewide system would be beneficial and analyze requiring direct dispatch protocol at all public safety answering points (PSAPs)

Completed study due to the speakers of the senate and house by December 1, 2026; act takes effect immediately upon becoming law
