Establishes a state licensure framework for prescribed pediatric extended care centers (PPECCs), which are nonresidential facilities serving four or more medically dependent or technologically dependent minors (age 20 or younger) requiring skilled nursing care or medical devices

Requires centers to obtain 3-year licenses, pass inspections, maintain criminal background checks for all staff, and comply with building, sanitation, and staffing standards; centers may serve patients for a maximum of 12 hours per 24-hour period with a maximum capacity of 60 patients

Authorizes the department to deny, suspend, or revoke licenses and impose administrative fines up to $500 per violation for non-compliance; operating without a license constitutes a Class B misdemeanor

Requires TennCare to provide coverage for PPEC services for Medicaid enrollees, subject to federal CMS approval, with a federal waiver request deadline of December 31, 2026

Takes effect immediately for rulemaking purposes; all other provisions take effect January 1, 2027
