Amends requirements for for-hire driver license endorsements in Tennessee, requiring applicants to have 2 years of unrestricted driving experience, be at least 18 years old, demonstrate good character and competency, and operate a Class D vehicle

Creates exception allowing applicants as young as 16 to obtain a for-hire endorsement if they have no license suspensions and will only conduct deliveries for a family-owned business using a family business vehicle

Creates exception waiving the 2-year driving experience requirement for individuals who have completed incarceration and currently hold a restricted license for unpaid fines/court costs, provided they are making payments under a payment plan

Maintains federal prohibition preventing anyone under 19 from operating commercial motor vehicles as defined in 49 CFR Part 390

Takes effect immediately upon becoming law
