Deletes Tennessee Code Annotated Section 1-3-121 in its entirety and clarifies that Public Chapter 621 (enacted by the 110th General Assembly) was never intended to waive the state's sovereign immunity

Creates a new cause of action allowing affected persons to seek declaratory or injunctive relief challenging the legality or constitutionality of governmental actions by political subdivisions only

Prohibits using the new cause of action to seek monetary damages or to challenge the validity or constitutionality of state statutes

Explicitly preserves sovereign immunity for the state, state entities, and state officials from any lawsuits under this section

Defines "political subdivision" to include cities, towns, metropolitan governments, counties, utility districts, local school districts, public building authorities, and development districts
