Requires all Tennessee public colleges and universities to establish a "Charlie Kirk Memorial Courtyard for Civil Debate" on each main campus by December 31, 2026

Each courtyard must be at least 1,600 square feet (40' x 40' or equivalent configuration) and display four documents: the Tennessee Constitution's declaration of rights, the Ten Commandments, the U.S. Bill of Rights, and the Declaration of Independence

Displays must measure at least 24" x 36" with minimum 36-point font, centered no higher than 5 feet above ground, and include "September 10, 2025" (referenced as the assassination date)

University governing boards may accept gifts, donations, and grants to fund the design, installation, and maintenance of the courtyards

Bill's preamble condemns media and social media commentary that condoned or applauded the assassination of Charlie Kirk and emphasizes restoring civility in public discourse
