Prohibits Tennessee state government, state agencies, and local governments from entering into new contracts or renewing existing contracts with private prison contractors

Applies to contracts for correctional services or facilities housing inmates in the custody of the Department of Correction or local governments

Defines "local government" as counties, incorporated cities or towns, and metropolitan governments

Takes effect immediately upon becoming law
