TN SB2013

Establishes a 2-year moratorium on new out-of-state nursing education programs seeking approval to operate, enroll students, or place students for clinical experiences in Tennessee

Out-of-state programs already approved by the Board of Nursing retain their status but must submit preceptor lists, student placement statistics, and program outcomes data during the moratorium

Requires the Tennessee Center for Nursing Advancement to develop new approval standards for out-of-state programs covering preceptor verification, annual reporting requirements, faculty supervision standards, and administrative cost assessments

Mandates the Center publish a report with recommended standards by June 30, 2027, and submit annual public reports on out-of-state program oversight each June 30

Defines "program based in this state" as requiring a physical campus in Tennessee with at least 3 full-time licensed faculty members on-site
