Requires the commissioner of general services and chair of the state capitol commission to provide written notice at least 30 days before transferring state-owned real property to private entities without receiving consideration (payment)

Written notice must go to chairs of the joint government operations committee and all General Assembly members representing the county where the property is located

Transfers of state property ownership, exclusive leasehold interests, or exclusive control to private entities for private projects require approval from the joint government operations committee within 30 days

If the joint government operations committee takes no action within the 30-day period, the transfer is automatically deemed disapproved

Takes effect immediately upon becoming law
