Requires local legislative body approval in a public meeting before any quarry or digital asset mining facility can be located in a county or city in Tennessee

Mandates at least 21 calendar days' notice before the approval meeting, published in a local newspaper, on the legislative body's website, and posted in at least 3 places at the proposed site

Requires first class mail notification to all residents within 500 yards of the proposed facility location

Defines "digital asset mining facility" as a single-site computer operation consuming more than 1 megawatt of energy annually for blockchain mining purposes

Takes effect July 1, 2026, applying only to facilities proposed for construction on or after that date
