Expands the scope of practice for Tennessee optometrists to include prescribing pharmaceutical agents, performing LASER-assisted procedures on the anterior segment of the eye, and conducting board-approved surgical procedures on the eyelid, eye, and surrounding structures.

Authorizes optometrists to perform specific procedures using local anesthesia by injection, including drainage of eyelid abscesses, excision of non-malignant epidermal lesions up to 5mm, incision of non-recurrent chalazions, repair of eyelid lacerations up to 2.5cm, and removal of superficial foreign bodies.

Prohibits optometrists from performing certain advanced procedures including LASIK, PRK, cataract surgery, corneal transplants, retina surgery, eye removal, and administration of general anesthesia.

Requires optometrists administering local anesthetics to maintain current CPR certification and have an automated external defibrillator (AED) present in their office at all times.

Holds optometrists to the same standard of care as other physicians providing similar services, effective immediately upon becoming law.
