Increases sentencing for vehicular homicide (§ 39-13-213(a)(2)) when the offender is also convicted of reckless driving (§ 55-10-101) arising from the same incident

Requires mandatory Range II sentencing for such dual convictions, with courts having discretion to impose Range III sentences in appropriate cases

Prohibits sentences below Range II for vehicular homicide when accompanied by a reckless driving conviction from the same conduct
