TN SB2153

Authorizes the Department of Health, with the Department of Mental Health and Substance Abuse Services, to establish a voluntary early childhood mental health home visiting program for children birth to age 5 and their families facing poverty, trauma, domestic violence, or parental mental health challenges.

Requires program services to include home-based parent-child psychotherapy by licensed clinicians, care coordination for medical/educational/housing services, and developmental and mental health assessments for children.

Allows funding through federal funds, state appropriations, grants, private donations, and TennCare reimbursement through managed care organization agreements.

Mandates annual reports to the General Assembly by January 15 detailing families served, program outcomes, funding sources and expenditures, and recommendations for expansion.

Takes effect July 1, 2026 for program implementation, with immediate effect upon becoming law for rulemaking purposes.
