Prohibits telephone solicitors from calling numbers on the federal Do Not Call registry or numbers of subscribers who have requested no further contact, and restricts calls to between 8:00 a.m. and 9:00 p.m. local time

Bans robocalls except for specific exemptions including calls from nonprofits, political parties, government officials, health insurers providing healthcare information, utilities reporting outages, and product/medication recall notifications

Prohibits caller ID spoofing and impersonation of government officials, law enforcement, or government agencies to defraud or obtain personal information from telephone subscribers

Establishes civil penalties of $500 for first violation, $1,000 for second violation, and $5,000 for third or subsequent violations within two years, with both Attorney General enforcement and private right of action for consumers

Takes effect October 1, 2026, and authorizes the Attorney General to create a state Do Not Call registry if the federal registry becomes non-operational after January 1, 2027
