Restructures the State Insurance Committee membership to include 5 state commissioners/officials, 2 legislative chairs, and 4 state employees (with at least 1 preferred service employee and 1 from higher education)

Restructures the Local Education Insurance Committee to include 5 state commissioners, 1 local school board representative, and 3 teachers from local education agencies participating in the group insurance plan

Allows the 5 state commissioners on the Local Education Insurance Committee to designate alternate representatives to attend, participate, and vote in their absence

Restructures the Local Government Insurance Committee to include 3 state officials plus 1 municipal employee/official and 1 county government employee/official who participate in the group insurance plan

Effective date: July 1, 2026
