Expands the definition of "land" subject to foreign purchase restrictions to include rights to oil, gas, coal, lignite, brine, other commercial minerals, ground water, and surface water

Lowers the ownership threshold triggering "significant interest" classification from 33% to 10%, and reduces another control threshold from 50% to 33%

Extends restrictions to entities designated by the U.S. Department of Commerce under 15 C.F.R. Part 791 (foreign adversary designations), in addition to those already covered under international traffic in arms regulations

Requires prohibited foreign parties and foreign-party-controlled businesses to register within 60 days of January 1, 2025, or within 60 days of acquiring land or being designated as prohibited

Exempts foreign parties that are registered with the Secretary of State and have received CFIUS approval or a determination of no unresolved national security concerns under the Defense Production Act
