Prohibits Tennessee state agencies from contracting with technology suppliers owned or controlled by foreign adversaries, or purchasing technology products on the FCC's covered list of national security risks

Requires technology suppliers bidding on state contracts to submit sworn statements under penalty of perjury certifying they are not owned by, controlled by, or subcontracting with foreign adversaries

Bans transfer of state-owned real property (including sales, leases, and easements) to foreign adversaries or entities they own, control, or direct

Violations of the land transfer prohibition carry civil penalties up to $250,000 or twice the transaction value, plus a minimum 5-year ban from future state property transactions

Takes effect July 1, 2026, applying to contracts entered into, renewed, or amended on or after that date
