Defines "foreign adversary" as countries or entities designated by the U.S. Department of Commerce under 15 CFR Part 791, and covers agents of entities at least 20% owned by foreign adversaries or organizations that received foreign adversary funding within the past 5 years

Requires registered agents to file quarterly financial disclosure statements detailing compensation received and expenditures made for political activities, with updates within 7 days of any material changes

Penalties range from $500 per infraction for violations up to $10,000 per infraction for willful or repeated violations, with potential disbarment referral for attorney violators
