Reduces the tax on hemp-derived cannabinoid products (HDCPs) from 2¢ per milligram to 1¢ per milligram.

Prohibits direct shipping of HDCPs to consumers in Tennessee, while authorizing licensed retailers to deliver products directly to customers with age verification (21+) and delivery documentation requirements.

Creates a new delivery service licensing system allowing food delivery companies (where at least 50% of gross sales come from food delivery) to deliver HDCPs on behalf of retailers, with a $300 application fee and $150 annual license fee.

Limits HDCP deliveries to within 50 miles of the retailer's licensed premises and within the retailer's county or contiguous counties, with delivery fees capped at 10% of product price.

Requires delivery drivers to be 21+, pass background checks, hold valid driver licenses, and be individually licensed through a tiered fee system ranging from $50 (0-15 drivers) to $1,000 maximum.
