Exemptions include contracts with higher education institutions for public benefit research, local governments, highway contracts reviewed by TDOT, building commission contracts, and debt issuance contracts

Chief procurement officer must submit monthly reports listing all awarded contracts, and agencies with delegated procurement authority must file quarterly reports on contracts awarded
