Local governments with at least $20 million in annual revenue may choose any project delivery method (construction manager at-risk, design-bid-build, or design-build) for qualified construction projects

Applies only to construction projects exceeding $5 million in estimated cost, including renovations and expansions of existing buildings

Requires selection of contractors through a competitive proposal process authorized by the local government's ordinances, rules, or policies

"Local government" includes counties, municipalities, metropolitan governments, towns, utility districts, utility authorities, and local education agencies

Takes effect immediately upon becoming law
