Garagekeepers may store a motor vehicle without express written authorization if they make a good faith attempt to acquire consent and send notice of intent to store via certified mail with return receipt to the registered owner.

Garagekeepers retain lien rights even without express written storage authorization, provided they follow the good faith consent attempt and notice procedures.

Liens may be enforced 30 days after mailing the notice, or 30 days after the owner receives the notice if a return receipt is received within the initial 30-day period.

Garagekeepers must submit documentation to the Department of Revenue including written records of notification attempts and copies of certified mail receipts to establish compliance.

Takes effect immediately upon becoming law.
