Creates a provisional foreign training license for internationally trained physicians, valid for 2 years with a possible 1-year extension, requiring a $300 non-refundable application fee

Applicants must hold a certificate from an approved international medical school, possess a permanent ECFMG certificate, and have completed at least 3 years of postgraduate training abroad or 1 year in the United States

Restricts provisional license holders to practicing at federally qualified health centers, rural health clinics, community health centers, or employers with accredited graduate medical education programs, all with onsite supervising physicians

Grants full unrestricted medical licenses to provisional licensees who maintain good standing, pass USMLE Steps 1, 2, and 3, and practice satisfactorily in Tennessee for 2 years

Takes effect January 31, 2027 for all purposes except rulemaking, which takes effect immediately upon becoming law
