Amends the definition of "Teacher" in Tennessee Code to explicitly exclude individuals holding temporary academic permits or temporary clinical permits issued under § 49-5-106

Maintains that "Teacher" includes teachers, supervisors, principals, directors of schools, and all other certificated personnel employed by local boards of education in public elementary and secondary schools

Exempts temporary academic and clinical permit holders from provisions in Section 49-2-301(b)(1)(EE) related to local board of education requirements

Takes effect immediately upon becoming law under the public welfare provision
